CLBC Addresses California State Board of Education on Revised LCFF Regulations

Assemblymember Shirley Weber, on behalf of the California Legislative Black Caucus (CLBC), addressed the State Board of Education (SBE) on Thursday, January 16, 2014 on the revised regulations for the implementation of the Local Control Funding Formula (LCFF).

Dr. Weber indicated that she was pleased with the collaborative effort shown by the board, the department, and the administration for hearing the concerns expressed by herself, stakeholders and the members of the Legislative Black Caucus, and that the regulations and template the board is taking up today have definitely a better balance of flexibility and equity due to them working with a range of stakeholders.

However, it is her belief and that of the Caucus that maybe the most important provision still remains in a problematic state. The language in the current draft of regulations on district-wide uses of supplemental and concentration grants are overly broad to say the least.

Therefore, we are calling on the board to clarify this section of the regulations by making it clear that district-wide and school-wide approaches need to “principally” benefit high need students.

Making these changes will be within the spirit of the law that my colleagues and I passed and will bolster the likelihood that LCFF continues to center around the principle of equity.
